Open Tender Notice No. HSCL/S&P/VZ/2009-01   dtd. 09.01.2009
           
 Sealed tenders in two parts  consisting of EMD and  Technical (Part-I) and Price Bid (Part-II) in the prescribed form are invited from the Manufacturers/Distributors/ Dealers of MS Pipes as per IS 1161. The quantity is 80 MT approximately.
 

           
  Cost of  Tender Documents: The cost of the Tender Documents shall be paid in the form of Demand Draft / Pay Order / Bankers Cheque obtained from any Nationalized or Scheduled Commercial Bank in India drawn in favour of Hindustan Steelworks Construction Limited and payable at Visakhapatnam .
 
Earnest Money Deposit:       Earnest Money Deposit (EMD) of Rs. 30,000/- shall be paid in the form of Account Payee Demand Draft / Bank Pay Order / Bankers Cheque issued by any Nationalized or Scheduled Commercial Bank in India drawn in favour of Hindustan Steelworks Construction Limited and payable at Visakhapatnam .
 
Procurement of Tender Documents:  The Tender Documents can be obtained                        (i)   By downloading from HSCL Web-site www.hscl.org. ( in this case the cost of the tender documents of Rs. 2,000/- is  to be paid in the form of DD /BC and submitted along with Envelope-1
(ii)   By hand (i.e. collection in person)/ by post from the Office of Chief Technical Manager/HSCL Administrative Building, HSCL, near  Visakhapatnam Steel Plant Project Office, Visakhapatnam – 530 031 (Phone No. (0891) 2518403 / (0891) 2575874.
HSCL shall not be responsible for any postal delays for dispatch / receipt of tender documents.
(iii)  Last date & time for collection of Tender documents in person: 24.02.2009 upto 4.30 PM.
(iv)  Date & time of submission of Tender – 25.02.2009 upto 3.00 PM

This Envelope shall contain:
a) Cost of Tender Documents (In case the Tender is down loaded from HSCL Website)
b) EMD of Rs. 30,000/- in the form of Crossed Demand Draft, Bankers Cheque or Pay Order drawn in favour of Hindustan Steelworks Construction Limited, payable at Visakhapatnam-31.
c)Technical literature of the pipes quoted along with Company Profile, delivery schedule.
d) Deviations, if any   to the enquiry.
 
The Tenderer shall note that no price / prices shall be indicated in this  Envelope-1
.
Envelope-2: (To be superscribed as Envelope-2 with self address, Tender Notice No. )
 
This Envelope shall contain ONLY THE PRICE BID IN THE PRESCRIBED FORMAT.
 
The tenderer shall not indicate any conditions  in this envelope.
 
The above two Envelopes shall be placed in a Outer Envelope with self address supersribing  Tender Notice No., Due date & time of submission and addressed to Chief Project Manager, Hindustan Steelworks Construction Limited, HSCL Administrative Building, Near Visakhapatnam Steel Plant Project Office, Visakhapatnam – 530 031 and submitted before the specified time & date of submission of tender..
 
In case the tender is sent by post, the tender should reach before the specified time of submission of the tender.  HSCL shall not be responsible for any postal delay.

TERMS & CONDITIONS:

                                               
 
1)             The rates  quoted shall be FOR  HSCL Stores – Visakhapatnam (Andhra Pradesh).
 
2)             The rates quoted  shall be  FIRM & No. escalation in rate shall be admissible.
 
3)            The Excise Duty & Sales Tax shall be paid as per the rates prevalent at the time of delivery.
 
4)           EMD of Rs. 30,000/- to be submitted along with Part-I (Envelope-I) of Tender.
 
The EMD of successful Tenderer shall be returned after completion of supplies and the EMD of unsuccessful Tenderer shall be released within one week after finalization of Tender.  No interest shall be paid on any account for the EMD deposited.
 
5)           The Supplier shall provide Excise Duty Gate Pass original and Transporter’s Copy for availing MODVAT benefit by HSCL.
 
6)             ‘C’ Form if required shall be issued by HSCL.

7)             Manufacturers Test Certificate  to be supplied along with materials.
 
8)             100% payment shall be released within 15 days of receipt and acceptance of materials.
 
 The payment shall be released through RTGS /NEFT.  The Supplier shall submit Bank details in the prescribed format duly certified by Banker.
 
9)           Delivery:  50% of the quantities of each item shall be supplied within 10 days from the date of order. Balance quantity to be supplied in two installments and total supply to be completed within 45 days of placement of order.
 
10)           The quotation shall be valid for a period of 60 days from the date of opening.
 
11)          The quantities indicated are tentative and may vary to any extent plus or minus.  The P.O. shall be released as per actual requirement.
 
12)           Any dispute related to this Order shall be within  the jurisdiction of Visakhapatnam Courts only.
