Sealed tenders, in two parts, are invited from empanelled/registered/working/new agencies fulfilling requirements for the “Levelling and Grading including earth work plain & reinforced cement concrete, roads, M.S. embedment work etc. at 2x500 MW units Anpara–D, Thermal Power Station of UPRUVNL, at Anpara, Distt. Sonebhadra UP”.

QUALIFYING REQUIREMENTS :
1.0 |
Bidder should have executed Civil work in the construction of Power / Industrial /Infrastructural projects during last SEVEN YEARS ending on 30.01.2009 value of which shall be either of following |
1.1 |
One single work of value around 28.00 Crores (Rupees twenty eight crores only) excluding cost of cement, reinforcement steel & structural steel “OR” of value of around Rs.40.00 Crores (Rupees forty crores only) inclusive of cost of cement reinforcement steel & structural steel. |
1.2 |
Two works of value of each work around Rs.17.00 Crores (Rupees seventeen crores only) and above excluding cost of cement, reinforcement steel & structural steel OR value of each around Rs.25.00 (Rupees twenty five crores only) inclusive of cost of cement, reinforcement steel & structural steel.

Bidder should have executed at least 15,00,000 Cu.M. of Earth work (Filling, Levelling and Grading) and completed in 1 year in the construction of Power/Industrial Infrastructural projects during last SEVEN YEARS, ending on 31.10.2008

bIDDERS should also have an average annual turnover of minimum of Rs. 40 Crores (Rupees forty crores only) during preceding three years (2004-05, 2005-06 & 2006-07) ‘OR’ 2005-06, 2006-07 – 08). The bidders shall submit audited balance sheets in support of this statement.

Notes :
(a) If the qualifying work is completed in seven (7) year period specified above even if it has been started earlier, the same will also be considered meeting the qualifying requirements
(b) The word “executed means, tenderer should have achieved the progress specified above even if the total contract is not completed /closed.
(c) The one (1) year period means any continuous 12 months period. However, for concurrent works the same 12 months period shall be considered.
The Tender documents shall comprise of the following :-
Part-I (Techno-Commercial Part)
1. (i) Details regarding Pre-Qualification criteria, as desired, with all supporting documents. Non submission of required documents will lead to rejection of application.
(ii) For New Agencies only
(a) Registration Details, Partnership Deed, Power of Attorney in case of Partnership Firm, affidavit in case of Proprietorship Firm, Memorandum & Articles of Association in case of Company.
(b) Current Banker’s Certificate for financial soundness, Permanent Income Tax Account Number, EPF, Sales Tax/VAT Registration, Service Tax Registration.
(c) List of technical personnel having experience in similar type of works.
(iii) General Conditions of Contracts & Special Conditions and Detailed Technical Specification & Drawings (As issued).
(iv) All bidders will also have to submit Integrity Pact (in Non-Judicial Stamp Paper of Rs.100/-) in two copies as per format enclosed. This is as per requirement of Govt. of India based on the MOU signed between HSCL & Transparency International on 24.09.2007.
Part-II (Price Part)
Price Part with Rate Schedule (As issued) duly filled in.
All the above documents will be signed (on the right side of the paper) as a token of acceptance.
No deviation from the Revised General Conditions of Contract, Special Conditions of Contract and Technical Specification will be acceptable. Any deviation will lead to the bid being summarily rejected.
The Techno-Commercial Part will be opened first by the constituted committee of HSCL and bidders who qualify in the Techno-Commercial Part, the Price bid of those bidders will only be opened.
The Bidders who do not qualify in the Techno-Commercial Part, the Price Bid (unopened) along with other documents will be returned forthwith.
2. Tender documents available from the office of the undersigned on all working days from 10.00 AM to 4.00 PM with the Sale period i.e. upto 21.02.2009 on payment of Rs.10,000/- (Non refundable) either in cash or by Demand Draft in favour of Hindustan Steelworks Construction Ltd./Shaktinagar. Request for Tender documents should clearly indicate Tender No. & Description of Work.
3. Tender complete in all respects (consisting of Techno-Commercial Part and Price Part) shall be submitted in the office of the undersigned latest by 3.00 PM of 23.02.2009. The Techno-Commercial Bid will be opened at 15.30 Hrs. of 23.02.2009
4. Earnest Money Deposit (EMD) of Rs. 25.00 Lakhs (in the form of Account Payee Pay Order or Demand Draft) in favour of Hindustan Steelwork Construction Ltd., Shaktinagar is to accompany the Bid.
5. Tenders not accompanied with full Earnest Money Deposit as indicated above will not be considered.
6. All corrigenda, addenda, amendments and clarifications to this tender will be hosted in this web page and not in the newspaper. Bidders shall keep themselves updated with all such amendments.
7. HSCL reserves the right to accept or reject any or all tenders without assigning any reason whatsoever.
8. HSCL takes no responsibility for any delay / loss of documents or correspondences sent by courier/post.
- Unsolicited rebate/discount shall not be accepted after bid opening.
