EXPRESSION OF INTEREST

 

Hindustan Steelwork Construction Ltd. (HSCL) invites Expression of Interest (EOI) from Planning Consultants for preparation of City Development Plans (CDPs) for different towns of Tripura viz Udaipur, Dharmanagar, Kumarghat, Kamalpur, Khowai, Teliamura, Ranirbazar, Sonamura, Amarpur, Sabroom and Belonia. The City Development Plan may have the following components :-

 

i)                    Road Network

ii)                  Drinking Water Supply

iii)                Drainage / Sewerage

iv)                 Solid Waste Management

v)                   Sanitation

vi)                 Power

vii)               Transport Terminal

viii)             Sports Facility

ix)                Cultural Facility

 

The Plan has to be prepared in consultation with Concerned Nagar Panchyat and related line Departments. The City Development Plan should take into account infrastructure already created or being constructed and also should have flexibility for implementation in phases.

 

The Consultants must have the experience of preparation of Master Plans, City Development  Plans and Development Plans. Preference will be given to the Consultants who have experience of working in North Eastern states. The Consultants should also have multi-disciplinary team of experts from the fields of Regional planning, Urban planning, Transport planning, Infrastructure planning and Urban economics. 

 

Desirous Consultants may submit their EOI in two bids (Technical Bid & Financial Bid)

 

The Technical Bid should contain (i) Company Profile (Registration details, Partnership Deed, Power of Attorney in case of Partnership Firm, Affidavit in case of Proprietorship Firm, Memorandum & Articles of Association in case of Company) (ii) Credentials of satisfactory performance of such works completed with full detail of client, location, cost, time etc. (iii) Current Banker’s Certificate for financial soundness (iv) Permanent Income tax Account Number (v) Bio-data of Technical Personnel etc.

 

The Rates quoted in the financial bid shall be lumpsum for  each town separately. A weightage of 75% will be given for technical bids and 25% for financial bids. Financial bid of only those Consultants shall be opened who score more than 75% marks.

 

The EOI must be accompanied by a Demand Draft / Pay Order of Rs.3.5 Lakhs in favour of “Hindustan Steelworks Construction Ltd.”, payable at “Kolkata”, on or before 03.02.2009 upto 3.00 PM.

 

HSCL reserves the right to accept or reject any EOI without assigning any reasons thereof.
